W. Scott Trethewey was promoted to executive vice president at Moss & Associates of Fort Lauderdale, Fla. As a member of the company’s executive leadership team, his responsibilities include oversight and management of risk management, finance, tax and loss prevention.

Trethewey joined Moss & Associates as senior vice president of risk management in 2005. Previously, Trethewey spent five years with Centex Construction Group in Plantation, Fla.


David J. Carol was named vice president and market leader, high-speed rail, at Parsons Brinckerhoff’s Charlotte, N.C., office. In this position, Carol will help to define PB’s global strategy in the high-speed rail and passenger rail markets.

He has more than 25 years of experience in the rail-passenger industry, including program and project management, and advocacy at the national level. He previously worked for the Charlotte Area Transit System, where he served as the agency’s project manager for commuter rail projects. Also, Carol previously led the implementation of Amtrak’s $2.5-billion Northeast Corridor high-speed rail program.


Jerry Reece is the new executive director for the North Carolina Concrete Pavement Association, based in Whitsett, N.C. Reece has 26 years of highway construction experience.

Reece has served as a board member for the American Concrete Pavement Association, Southeast Chapter Alabama, the Concrete Pavement Association of South Carolina, and as chairman of the board of the Georgia Concrete Paving Association.


Vince Briones is the senior group manager and will be leading PBS&J’s newly established Sustainable Building Design group, headquartered in the firm’s Orlando, Fla., office. Briones has more than 13 years of experience as a professional engineer and previously was a founding partner of a consulting firm that assisted building owners, architects, engineers and contractors on LEED and green building projects.

The Sustainable Building Design group is a national practice providing a dedicated project management team to guide clients through the process of building for U.S. Green Building Council LEED certification, energy modeling and building commissioning.

Other members of the group include: Rachel Cook, senior engineer; Kellie Watson, engineer; and Kimberly Walton, engineer.

Cook has more than five years of experience in mechanical building systems design, energy analysis, commissioning and green building consulting for a wide range of building types. Watson has experience as a sustainability consultant specializing in energy modeling analysis. Walton directs the LEED certification process.

The Orlando office of VOA Associates announced that Doug Lambrecht and John Page were each promoted to the position of senior vice president.

Lambrecht joined VOA’s Orlando office in 1996. He has more than 25 years of industry experience, including in the areas of planning and design.

Page joined VOA in 1996 as project manager, was named an associate with the firm in 1998 and became vice president in 2002. He has more than 30 years experience.


Roger Watson, a 16-year construction industry veteran, has joined Atlanta-based Hardin Construction Co. as director of business development. After working in field operations and project management early in his career, Watson more recently worked in business development and customer relationship management.


Bob Hervey has joined Danis Construction of Jacksonville, Fla., as its director of business development. Hervey has 23 years of construction management experience.

He previously served as vice president of business development at Perry-McCall Construction in Jacksonville.


Amy Stalbosky has joined DAG Architects in Destin, Fla., as sustainable design director. She recently relocated from the Cincinnati area, where she was responsible for overseeing all LEED activities of a 120-person architecture and engineering firm.


Bryan Black has joined Fort Myers, Fla.-based J.L. Wallace Inc. as its Central Florida director of operations. He will be responsible for establishing the company’s presence in the Central Florida market, working from the company’s newly opened Orlando office.

Black has more than 20 years of construction experience.


Daniel Spradling has joined BRPH of Melbourne, Fla., as director of electrical engineering. Spradling has more than 20 years experience in engineering and construction management. Spradling will provide technical supervision and oversight for the BRPH electrical division. Consulting firm Dewberry announced several promotions in its Raleigh, N.C., offices.


Shepard L. Hockaday, building services manager, was promoted to associate vice president. Hockaday has more than 23 years of engineering experience.


Michael A. Hanson, an associate and manager in the water resources department, was promoted to senior associate. He has more than 20 years of experience in water resources engineering.


Joseph Wolhar, manager of structural engineering, was promoted to senior associate. He has more than 23 years of experience in structural analysis and design.


Amanda L. Bader, assistant manager of civil engineering, was promoted to associate.


Stephen Webb, manager of electrical engineering, was promoted to associate.


Johnny Wood, a senior project/client manager and mechanical engineer, was promoted to associate.


The GUCA Scholarship Foundation awarded three industry scholarships to children of members who are students in college construction or building construction programs for 2009. Each of the following recipients received scholarships worth $2,000.


Derek Buffardi is currently attending the Georgia Institute of Technology, where he is majoring in civil/environmental engineering.


Sean Burch is currently attending South Georgia College, where he is majoring in engineering.


Zachary Morris is attending the Georgia Institute of Technology and majoring in civil engineering.


The Foundation also gave three high school senior scholarships for 2009 of $1,000.00 each to: Gregory Jackson, who will be attending Valdosta State University; Ashlan Troutman, who is planning to attend North Georgia College and State University; and John Vail, who plans to attend Georgia Southern University.


Jennifer Flemming joined Wayne Brothers in Kannapolis, N.C., as accounting manager. She has 12 years of accounting experience in the construction field.
