In Atlanta, Steven Simmons was named senior vice president, while Jonathan Sorkin and John Blakey were appointed vice presidents.
In the company’s Orlando office, Norma Pendo was named vice president. Also, in Charlotte, N.C., Douglas Rowe was named a vice president.
Jonathan E. Jordan was named vice president of business development for Coscan Construction of Fort Lauderdale, Fla. He has more than 30 years of construction industry experience.
Skanska USA Building has hired Thomas Herr and Roger B. Reyes as project managers in the company’s South Florida office. Prior to joining Skanska, Herr worked for The Weitz Co. in West Palm Beach. Reyes previously worked for Padula Wadsworth in Pompano Beach.
Richard F. Candia has joined the Miami office of Leo A. Daly and subsidiary engineering firm Lockwood, Andrews & Newnam as director of business development.
Previously, Candia worked as the assistant vice president of governmental affairs for the University of Miami, where he oversaw state and federal government relations.
The firm also appointed Ricardo J. Fernandez as vice president and director of design. He has more than 25 years of experience as studio head and design principal.
Allen Westmoreland has joined Hardin Construction Co. in Atlanta as vice president for risk management. For the past seven years, Westmoreland served as vice president for Zurich North America’s Southeastern construction business unit.
Goran Lindgren was appointed president and chief executive officer of Volvo Construction Equipment North America in Asheville, N.C. The company is the sales, marketing and product support subsidiary of Volvo Construction Equipment. Lindgren succeeds Dennis R. Slagle.
Multifamily real estate firm Lane Co. of Atlanta has promoted Debra Jackson to the position of senior vice president of real estate capital markets.
The firm also promoted Paul Richards to vice president of real estate capital markets.
Additionally, Joe Hardiman has joined Lane Co. as vice president of information technology.
Tracey L. Whitson has joined Charlotte, N.C.-based real estate firm Crosland as vice president of operations for the firm’s residential division.
Gregory Boulanger has joined HNTB Corp. as project manager in the firm’s Charlotte, N.C., office. Boulanger, with 10 years of project management and transportation engineering experience, will be responsible for municipal and transportation projects.
Roger Frakes was promoted to director of integrated services for The Beck Group in Tampa. His job will be to integrate architecture, construction and real-estate planning and development services. Frakes joined Beck in 2005 as a development manager.
Richard Thompson was named safety manager for Southern Industrial Constructors/Southern Crane in Columbia, S.C. He will oversee safety training, drug testing, accident investigation, new-hire orientation and safety program review.
Ed Buck was named chief operating officer of Inwood Consulting Engineers in Oviedo, Fla.
William Postma was promoted to vice president of construction for CORE Construction Services Southeast in Sarasota, Fla.
The company also promoted David Sabo and Jesse Olsovsky to the position of director of operations. Sabo will oversee the Orlando region, while Olsovsky’s territory will include southwest Florida.
Engineering and consulting firm Walter P Moore recently announced that Leandro Etcheverry was named a senior associate in its Orlando office. Also, Kevin Anderson and Mauricio Lopez were named associates.

Paul A. Butsavage was promoted to chief operations officer for QORE Property Sciences, based in Nashville, Tenn. He will oversee company operations throughout the Southeast.
Jeff Mooallem has joined real-estate developer Turnberry Associates in Aventura, Fla., as senior vice president of development. He will direct and oversee development of Turnberry’s commercial, hospitality and mixed-use portfolio across the country.
Michael C. J. Fallon was named president of Winter Properties, an Atlanta-based real estate development and management company. Fallon has previously served as a principal and senior officer of numerous major national real estate organizations.
