C. Lee Essrig was hired for the newly created position of chief ethics and compliance officer for PBS&J, based in Tampa.

"Even though we're a privately held, employee-owned firm, we made a commitment nearly two years ago to meet the requirements of Sarbanes-Oxley," CEO John B. Zumwalt III said. "We're confident that Lee will help implement a top-drawer ethics and compliance program - one that not only complies with the federal legislation, but helps us to chart a course for growth based on doing what's right."

Prior to joining PBS&J, Essrig served as the director of member services and government affairs for an industry association for professionals in the ethics and compliance field, the Ethics Officer Association. Essrig is a member of the American Bar Association and the New England Ethics Forum.


Ronald C. "Ronnie" Ashmore has been named president of the Greenville, S.C.-based Ballenger Paving Division of APAC-Southeast, Atlanta. He succeeds M. Lee Powell III, who retired in April after 47 years with APAC.

Ashmore joined APAC as a co-op student in 1970 and has since held positions of increasing responsibility. Since 1998 he has been vice president - estimating and contracts administration for Ballenger Paving. He is a graduate of the Georgia Institute of Technology.

Powell served as president of Ballenger since 1995.


Grant G. McCullagh has been appointed chief executive officer of The Facility Group, a consulting, design, engineering and construction management company based in Smyrna, Ga.


Jessie Brewer, formerly co-chief operating officer for the Florida/Carolinas region for Skanska USA Building, Charlotte, was appointed to the newly created position of chief development officer. In his new role, Brewer will be responsible for leading company-wide sales and business development organization. Reporting directly to Skanska U.S. CEO Ron Oakley, Brewer will work closely with senior management to create, develop and implement sales strategies.

Brewer will continue to be based in Charlotte. Paul Anderson, based in Atlanta, has been appointed to Brewer's previous position of co-COO.


Anne H. Lloyd, senior vice president and chief financial officer of Martin Marietta Materials, Raleigh, N.C., was elected treasurer by the company's board of directors.

Lloyd joined the company in 1998 as vice president and controller, was promoted to chief accounting officer in 1999, chief financial officer in 2005 and senior vice president in 2006.


Kevin Bowen was promoted to senior vice president and principal-in-charge of Bovis Lend Lease's Tampa office. Bowen joined the company in 1997 as director of technical services. Bowen has more than 20 years of preconstruction experience.


David M. Taylor was named director of HDR's national transportation sustainability program. He is based in the company's Tampa office. Taylor, who joined HDR in 1996, was previously national director of planning. He has more than 35 years of experience in transit and streetcar planning, transit-oriented design, town planning and innovative urban design.

In other company news, Randall Osburn was named eastern region project manager in the Raleigh, N.C., office, and Kirk Stull, a 25-year HDR veteran, has relocated to the Raleigh office as a senior project manager.


William C. Robinson Jr. was promoted to vice president of finance at Wharton-Smith Inc. in Sanford, Fla. He first joined the company in 1986 as controller, and most recently served as director of finance for the construction manager and general contracting firm.


Walter T. Houk was named director of corporate development, a new position at R.J. Griffin & Co. in Atlanta. In this role, Houk will help support, manage and maintain the company's recruiting efforts.


Michael Parks has been promoted to senior project manager for Hoar Construction's Florida division office in Orlando. Parks will concentrate on the company's health-care work.


Mike Rudolph was promoted to senior associate and Baltu Yorkos to associate at Orlando-based BCA Consulting & Design Engineers. A 10-year veteran with BCA, Rudolph previously served as an associate with the firm and seven-year veteran Yorkos previously served as a project engineer.


Dan Lee was promoted to manager of preconstruction services at Elkins Constructors in Jacksonville, Fla. He first joined Elkins in 1998 as a member of the preconstruction services team.


James W. Hutchens has joined MACTEC Engineering & Consulting of Kennesaw, Ga., as water resources/wastewater project manager. Hutchens is responsible for daily operations and business development of MACTEC's water/wastewater clients in Atlanta and throughout Georgia.

Also, Charles Williams was named telecom group leader. He has more than 18 years of telecommunications project management and business development experience.


Jim Delaney has joined Briggs Equipment in Orlando as branch manager. He has 34 years of experience in the equipment industry and previously worked for a Caterpillar dealer in the northeastern U.S.


The Concrete Sawing & Drilling Association, based in St. Petersburg, Fla., elected its new board members during the group's recent annual business meeting. New board members, whose terms expire in 2008, are Tim Beckman of Cutting Edge Services Corp., Cincinnati; Ron Culgin of Pro Cut, Waltham, Mass.; Bennett Jones of Advanced Concrete Sawing, Roseville, Minn.; George Major Jr. of Holes of San Antonio; Chris Priest of Sanders Saws, Honey Brook, Pa., and Larz Smith of Concrete Penetrating Co., Dallas.

Returning board members, whose terms expire in 2007, include: Skip Aston of Ohio Concrete Sawing & Drilling, Sylvania, Ohio; Ron Dailey of True-Line Coring & Cutting, Nashville; Steve Garrison of Diamond B, Santa Fe Springs, Calif.; Rick Norland of Construction Solutions, Paola, Kan.; Ron Rapper of Dimas/Husqvarna Construction Products, Olathe, Kan.; and David Tuttle of Diamond Products, Elyria, Ohio.

Current officers include president - Susan Hollingsworth of Holes Inc., Houston; vice president - Tom Stowell of Norton Penhall Diamond, Fullerton, Calif.; and secretary/treasurer - Doug Walker of Atlantic Concrete Cutting, Mt. Holly, N.J.
Ted Johnston is the immediate past president and Patrick O'Brien serves as executive director.


Allen E. Parsons has joined the Sarasota office of WilsonMiller as senior planner.
Parsons previously worked for the city of Sarasota, and has more than 10 years of experience in urban planning and environmental management throughout Florida.


Wimberly Allison Tong & Goo of Orlando has promoted Bruce Mosteller and Rhonda Stueber to senior associate, and Mark Yoshizaki to associate.

Mosteller has been the assistant managing director of the Orlando office since 2005, and has more than 20 years of architectural experience in the hospitality and entertainment industry.

Stueber was promoted to senior associate of WATG's full service procurement company Interiors Purchasing Group. IPG offers clients in the hospitality industry procurement and installation services of furniture, fixtures and accessories.

Yoshizaki has been with WATG since 1996, and previously worked with Walt Disney Imagineering in California.


AVID Engineering of Palm Harbor, Fla., appointed Robert Fudge, Tracy Scott and Greg White as principals of the firm.

Fudge is the director of residential services and has worked for AVID for nearly three years. White is the director of surveying for AVID, and has been with the firm since 2004. Scott joined AVID in 2002 as chief financial officer for the firm.


Bill Umlauf was hired as a senior project manager in HNTB Corp.'s highway design group, in Lake Mary, Fla. Umlauf has more than 18 years of design and project management experience for roadway projects in Florida. He previously served as a consultant project manager for the Florida Department of Transportation District Five.


Anthony J. Gourdier Jr. was promoted to vice president - restaurant division for Mainstream Construction Group in Altamonte Springs, Fla. He has been with Mainstream since 1999.


Baker Barrios Architects of Orlando hired Carmelo Monti as technical director and Doug Leonard as studio director. As technical director, Monti is responsible for the quality assurance, continuity and review of the document deliverables. In his role, Leonard is responsible for managing the delivery of various commercial, educational and healthcare projects.


Robert A. Williamson was named Augusta, Ga., branch manager for QORE Property Sciences, based in Duluth, Ga. The company also hired Mark Potratz as the branch manager of its Raleigh, N.C., office. QORE provides services for the construction, maintenance and transfer of real property.

Williamson has a bachelor's degree from Kent State University and a master's degree in civil and environmental engineering from Youngstown State University. Potratz has more than 12 years of experience in the geotechnical and construction materials testing industry and has practiced in the Raleigh area for the past eight years.


Michael G. McHale was named project manager for Juneau Construction Co. in Atlanta. McHale has 28 years of experience in the construction industry.


Fred Niemczenia has joined Ellis & Associates of Jacksonville, Fla., as threshold special inspector. Niemczenia has 32 years of experience as a structural engineer and 20 years experience as a special inspector/threshold inspector.

Also, Rodney Mank was promoted to manager of the firm's geotechnical division.
Mank has more than 20 years of geotechnical and construction materials testing engineering experience.


Kevin Robbins was promoted to regional marketing and sales manager for Wausau Window and Wall Systems, based in Wausau, Wis. His area of service includes Florida.
