Todd Quigg has been named president of the new Charlotte Division of APAC-Atlantic. Quigg most recently served as area manager of APAC's Asheville Division. His positions at APAC have included estimator, construction supervisor and operations manager.

The new division will cover the greater Charlotte and northern South Carolina area, a territory previously served by APAC's Asheville division. The new division is headquartered in Concord, N.C.

Luther P. Cochrane, CEO of BE&K Building Group based in Charlotte, has been elected to BE&K's board of directors. BE&K Building Group serves the commercial construction market in the southeastern and mid-Atlantic regions and includes Suitt Construction Co., FN Thompson Co. and the BE&K Healthcare Construction Group.

Robert F. "Bobby" Clair has joined HDR as vice president and South Carolina program manager in the company's Charleston, S.C., office.

Clair will be responsible for leading business development and expanding HDR's presence in South Carolina. Prior to joining HDR, Clair was director of engineering for special projects for the South Carolina Department of Transportation, where he successfully led the $632 million Arthur Ravenel Jr. bridge project, the largest single infrastructure project in South Carolina history. He had worked for the SCDOT for 37 years.

Bill Wakefield has joined Jacksonville, Fla.-based Haskell as leader of the company's health care division. He previously worked for KDA Holdings, where he was vice president for health care project development. He has more than 30 years of experience within the medical field.

Philip Goldfarb has been named president and chief operating officer of Turnberry Associates of Aventura, Fla., a national real estate development and property management firm. He will be responsible for the combined operations of the company's hotel, retail and office efforts.

Goldfarb, with more than 25 years of experience in the hospitality industry, had previously served as the executive vice president for Turnberry's hospitality division.

Scott C. Hall has been named senior vice president for The Pizzuti Companies in Orlando, where he will oversee the firm's southeastern operations.

Donald J. Hamburger was appointed chief operating officer for B.P. Barber & Associates, a civil/environmental engineering firm based in Charleston, S.C. Hamburger has been with the firm for 24 years, previously serving as regional vice president.

Brian R. Mock was promoted to senior vice president of construction and development for Rendina Companies in Palm Beach Gardens, Fla. Mock has been with Rendina since joining the firm in 2000 as vice president of construction.

Rendina Companies is a medical and commercial real estate development and management firm.

Errol Taylor has joined HNTB Corp. of Miami as associate vice president for rail and public transportation. Taylor, with more than 20 years of transit industry experience, most recently served as assistant director of the Washington Metropolitan Area Transit Authority's capital projects department.

In Lake Worth, Fla., Vince Krepps was named a utility coordinator for HNTB. Krepps will be responsible for road design projects in the South Florida, Orlando and Jacksonville areas, and for negotiating and coordinating with all utility companies that have facilities within the limits of construction. He has 40 years of experience as a utility coordinator.

Jim Paulmann, vice president and principal at WilsonMiller of Naples, Fla., has been named corporate business unit leader for development planning and approvals.

Also, Paul Skidmore has been appointed vice president and office manager in WilsonMiller's North Tampa/Pasco office, where he oversees daily operations.

Les F. Matthews has been named vice president at Opus South Corp. in Boca Raton, Fla. He will be responsible for expanding the firm's real estate development activities throughout Southeast Florida.

Matthews, who has 25 years of real estate experience, joined Opus South after heading his own real estate development and consulting company in Atlanta for the past 12 years.

Fred Royal has joined the Raleigh, N.C., office of Carter & Burgess as water resources group manager in the transportation unit. Royal formerly served as stormwater management engineer with the town of Chapel Hill, N.C., and has 11 years of experience in civil engineering.

In other company news, Stephen K. Seeley has joined the firm's land development group in Fort Lauderdale as director of surveying. He has more than 29 years of experience in surveying and mapping in Florida.

Kyle Copelin and Mike Tubiolo have been named project managers for Schwab Twitty & Hanser Architects in West Palm Beach, Fla. Copelin is a graduate of Ball State University with bachelor's degrees in architecture and environmental design. Tubiolo is a graduate of Florida Atlantic University with a degree in architecture.

Mark McCartney has been promoted to vice president of operations for JWR Construction Services in Deerfield Beach, Fla. He joined the firm in 2004 as project manager.

John Lilly was named project superintendent for Gates McVey Builders of Naples, Fla. Lilly will oversee construction on various commercial projects.

In other company news, Philippe Thompson was named legal assistant for Gates McVey Capital Group. Also, Luciana Weinel has been named associate relations for Gates McVey.

Wharton-Smith of Sanford, Fla., recently announced several promotions of its senior staff. Clyde Burgess was promoted to the position of vice president of the environmental design-build division. He had previously worked as division manager of design-build.

David Hayes was promoted from division manager to vice president of the company's international/entertainment division. John Lyons was promoted from manager to vice president of preconstruction services.

Pat Hewitt was promoted from manager to vice president of the company's Orlando environmental division. Chris Myer was named vice president of the Tampa region. Also, Brian Hagerich was named vice president of the company's Palm City region.

David Herndon has joined Jones Edmunds & Associates of Jacksonville, Fla., as discipline director for construction services. He has more than 37 years of engineering experience. His responsibilities include directing, coordinating and supporting construction activities; tracking construction projects; providing construction administration; and coordinating training for construction administrators and observers.

Spencer Weaver has been hired as project manager for the east Florida regional office of ACI Construction Services in Daytona Beach. With 39 years of construction management experience, he has been assigned to manage Admirals Cove, a $22 million condominium project in Palm Coast.

Douglas Lambrecht has been promoted to vice president with the Orlando office of VOA Associates, an architecture, planning and interior design firm.

Kenneth E. Wilson has been named principal technical professional of PBS&J's large-diameter pipeline services. He will lead the design of large-diameter pipeline projects and oversee the firm's design standards and specifications.

Wilson is a vice president and senior environmental engineer in the firm's Tampa office.

Eamon Nagle was named principal, and Rich King and Matthew Shearer were named associate principals at Peninsula Engineering of Orlando. Formerly an associate principal, Nagle has more than 14 years of electrical design and engineering experience.

King, who formerly served as project manager, is a professional mechanical engineer. Formerly a project electrical designer, Shearer has over seven years of experience.

Adrian Browning has been named service manager at Palmer Electric Co. in Kissimmee, Fla. He has more than 10 years of experience in electrical contracting.

William Burch Cornelius II was named assistant project engineer at the Port St. Lucie, Fla., office of Ardaman & Associates, a geotechnical engineering practice.

Oliver Rodrigues has joined Bayside Engineering of Tampa as a senior traffic engineer. Rodrigues has 14 years of experience in traffic operations and transportation planning.

Barbara Thompson of South Atlantic Tri-City Electrical Contractors of Jupiter, Fla., received the JTJB Chamber of Commerce's "Women in Business" award for her leadership and encouragement of women in a male-dominated industry. Thompson, a 10-year veteran with South Atlantic Tri-City, also serves the chamber as vice chair of the board and as chair of the trustee's committee.

Joseph Sorrentino has joined PSI of Orlando as business development manager for the facilities engineering and roof consulting service lines. Also, Jeremy Cottrell has joined the office as a project specialist. Additionally, Derek Kenney has joined the firm as a staff scientist.

Tina M. Tedder of Community Asphalt Corp. was recently installed as president of the Greater Palm Beach County Chapter of the National Association of Women in Construction. Other officers include: vice president - Naomi Stevenson of Maschmeyer Concrete; recording secretary - Deborah Switzer of Casale Marble and Tile; corresponding secretary - Rebecca Matthews of Matthews Consulting; treasurer - Linda Corso of South Atlantic Tri-City Electric; immediate past president - Jo-Ann Golden; and past president - Dana Hernandez.

Directors include Anne Desormier-Cartwright; Karel Van Gelder of Michael Redd & Associates; Barbara Thompson of South Atlantic Tri-City Electric; Marilyn Thomas of Sun-Dome Lighting Technologies, and Andrea Serraes of Serraes Construction.

John Crum has been named project manager at Hennessy Construction Services in St. Petersburg, Fla. Crum previously served as project manager at Mathews Construction.

Daniel W. Nicholas has joined Starmer Ranaldi Planning and Architecture in Winter Springs, Fla., as an architectural designer. He has more than 24 years of architectural experience.
