Frank Cardinal has been named
president and chief executive officer of twin Atlanta-based
construction services companies, Aviation
Constructors Inc. and ACI Commercial.
Cardinal joined ACI earlier this year as senior vice president
and chief operations officer. He has more than 30 years of
executive experience and has previously worked with such companies
as Turner Construction Co., J.A. Jones Construction and Walt
Disney World.
Centex Rooney Construction Co.,
Plantation, Fla., recently announced several promotions
Rob Baker has been promoted
to senior vice president in charge of Tampa operations. Since
joining Centex Rooney in 1985, he has served as a project
manager, vice president and project executive.
Ron Dunn has been promoted
to senior vice president heading up special projects. Previously
Dunn has served as general superintendent, project executive
and vice president. He will be located in the company's Plantation
office.
Tim Anderson has been promoted
to vice president supporting the company's retail and Broward
County operations. Since 1997, Anderson has served as project
manager and senior project manager on 12 projects for Bass
Pro Shops nationwide. He also will be located in Plantation.
Alan Silver has been promoted
to vice president in charge of the firm's Tallahassee, Fla.,
operations. Silver started with Centex Rooney as a project
engineer in 1986, and was later promoted to assistant project
manager and project manager.
Doug Wells has been promoted
to operations manager supporting the Fort Myers, Fla., office.
Wells joined Centex Rooney in 1990. In his new role, he will
oversee all projects in Lee, Collier and Charlotte counties.
Bernie Milhausen has been promoted
to operations manager supporting Broward County and retail
operations. With Centex Rooney since 1994, Bernie is located
in the Plantation office.
Joe Goss has been promoted
to operations manager supporting Orange County operations.
A 17-year veteran of Centex Rooney, he will continue to oversee
the Orange County Public School account.

Rodgers Builders, Charlotte,
N.C., recently promoted Ron Cohn
and Will Caulder to the position
of senior project manager. Cohn has been with the company
since 1994, and Caulder has worked there since 1997.

Jonathan Phillips has recently
joined The Stellar Group of Jacksonville,
Fla., as an electrical engineer in the firm's process division.
Also, Courtenay Barnett has joined The Stellar Group as mechanical
engineer in the process division.
John Salat has recently joined
the company as project manager in the power and utilities
division.

Brandon Strandell recently joined Autobuilders
General Contracting Services, West Palm Beach, Fla.,
as an estimator.

Bob Hoel has joined Wright
Construction Corp., Fort Myers, Fla., as vice president.
He will manage the firm's educational, institutional and design/build
markets. Hoel previously worked for firms such as Centex Rooney
Construction Co., Tampa, Fla., and Brown & Root Building
Co., Houston, Clearwater, Fla., and Ft. Myers, Fla.

The Dana B. Kenyon Co., Jacksonville,
Fla., recently named Kristina McEnrue
to the position of marketing specialist and Alice
Wright as its new controller.

Stephen Fox recently joined
equipment manufacturer JCB Inc.
as vice president - product support, with full responsibility
for all parts and service business. Fox has been with JCB
for 17 years in sales and service management positions.
JCB is the North American subsidiary of JC Bamford Excavators
Ltd. The company's North American headquarters and manufacturing
facility are located in Savannah, Georgia.

Regina E. Rehfield has joined
ASC Geosciences a consulting
engineering firm specializing in geotechnical engineering,
materials testing and CEI, based in Lakeland, Fla. Rehfield
will work in the business development group with her primary
focus in surface transportation. Rehfield previously worked
at URS Corp.

Thomas W. Barnes, with 17 years
of construction experience, recently joined Christiano
Construction Co. in Clearwater, Fla., as a project
manager. He is the onsite project manager at the Simmons Career
Center, a facility for special needs student programs and
vocational/technical training.

Brian Andrews has been appointed
project superintendent at PSA Constructors,
a program and construction management firm headquartered in
Orlando. Andrews, who joined the PSA team from Turner Construction
Co., has 30 years of construction management experience.

Harmon, a specialty
glazing contractor with offices in Tampa, announced several
promotions, including the appointment of Scott
Ward to general manager of its Tampa location.
The office also has promoted Roger
Campla to senior sales representative, named Loren
Cook, Mark Lucas and
John Weber to project manager
positions, promoted Andrew Ward
to project coordinator and hired Terry
Hayes as engineering technician.
The company also named Jimmy Gibbs
as a sales representative for its Orlando territory.

Bob Renaud has been promoted
to manager of public affairs and company spokesperson at The
Haskell Co., Jacksonville, Fla. Prior to his new assignment,
Renaud was the manager of business development for Haskell's
general commercial division.

Nolan Hake has joined Encore
Construction Co., Winter Garden, Fla., as project manager.
Nolan brings with him 25 years of experience building and
managing treatment plant construction.
Also, Don Trujillo has joined
the firm as a project engineer. He is a civil engineering
graduate from New Mexico State University. Also, Tom
Manning has joined the company as a project engineer.
He is a civil engineering graduate of the University of Alabama.

Cannon Design, an architectural,
engineering and planning firm, recently announced new additions
to its Jacksonville staff. Jeff Acus
has joined the firm as an architectural designer. Thomas
D. Jennings has also joined the Jacksonville staff.
