Batson-Cook Co. of West Point, Ga., named R. Randall Hall senior vice president and general manager of the Atlanta construction office. The company also promoted Joe Appleton to senior vice president and general manager of its West Point office.
Hall has 27 years of industry experience. He was previously senior vice president and general manager of the West Point office.
Appleton has 32 years of construction experience, and has been with Batson-Cook for four years. He most recently was a project executive in the West Point office.
Bruce Trott was promoted to vice president and district manager for PCL Civil Constructors, Tampa. Trott has been with the PCL family of companies for 20 years.
Ankur Talwar was named business development manager. Gayle Grady was named manager of special projects. Sean Bush was promoted to senior project manager. Regina Rehfield was promoted to communications/marketing specialist.

Leo A. Vecellio, Jr. , chairman, president and CEO of West Palm Beach, Fla.-based Vecellio Group, was elected chairman of the American Road & Transportation Builders Association Transportation Development Foundation’s board of trustees.
Air Quality Sciences of Atlanta appointed Hall Brodie as president of the AQS Building Consulting subsidiary. Brodie has more than 30 years of related experience. Most recently he served as senior vice president with Jordan Jones and Goulding of Atlanta.

The Underground Utility Contractors of Florida presented its UUCF/Andrew Scott Johnson Memorial Scholarships. Sarah Maureen Cannon, who will be attending Vanderbilt University, received a $7,500 scholarship.
Yang Ge, Mark “Tommy” McCabe and Avery Lauren Spofford each received $6,000 scholarship. Ge is attending Harvard University. McCabe is attending Bucknell University, and Spofford Vanderbilt University.
Benjamin Thomas Hurst received a $3,500 scholarship. He plans to attend Tallahassee Community College and Florida State University and study computer engineering.
Steven J. Sanchez, who is attending the University of Miami, received a $2,500 scholarship. Megan Nicole Unger also received a $2,500 scholarship. She plans to attend the University of Georgia.
Receiving $1,500 scholarships were: Benjamin Burgess, who plans to attend the University of Florida; Ashleigh Elizabeth Ciambriello, who plans to attend Ithaca College; Christopher William Todd, who is attending Appalachian State University; and Austin Taylor Wynn, who plans to attend the Mars Hill College in North Carolina.
