The 2007 ACAF Pavement Awards

Asphalt Contractors Association of Florida’s Awards Recognize Quality Pavement

Recognizing some of the best recently paved asphalt pavements in the state of Florida, the Asphalt Contractors Association of Florida presented its Asphalt Pavement Awards at its annual convention held in June.

The association first announced the 16 district winners in five separate categories: Rural Resurfacing; Urban Resurfacing; Roads and Streets – FDOT Projects; Roads and Streets – non-FDOT projects; and the A.P. Bolton Excellence in Paving Award.
ACAF indicated that a new scoring system was introduced this year, which included mix quality and smoothness, in addition to an on-site evaluation of the projects.

State Winners

District winners were then further evaluated by a single panel of Florida Department of Transportation officials to determine the statewide winners, which were then presented at the group’s annual convention.

The A.P. Bolton Award is the ACAF’s highest honor, and is available to any project involving new construction, reconstruction or a major overlay on an Interstate or multi-lane highway, using at least 30,000 tons of asphalt mix.

This year, the award went to D.A.B. Constructors for its project on U.S. Highway 441 (State Route 500) from Citizens Boulevard to County Road 25. The project began in Leesburg and ended in Lady Lake in Lake County.

The Resurfacing Award is the association’s next-highest award, and is now split between urban and rural projects. Resurfacing project entries must include at least 10,000 tons of asphalt mix performed on a state primary highway or rural county highway. An urban project is defined as featuring 51% as curb-and-gutter section, while a rural project includes at least 51% paved shoulders.

The statewide award for Urban Resurfacing was presented to AJAX Paving Industries of Nokomis, Fla., for its project on State Route 80 in Lee County, which extended from a point west of Orange River Boulevard to east of State Road 31 in Lee County.

In the Rural category, the ACAF award went to C.W. Roberts Contracting Co. for its project on State Route 65, located throughout the Franklin County National Forest. The project began at U.S. Highway 98 in East Point and extended northward approximately 24 mi to the Franklin/Liberty county line.

Through its Roads and Streets program, ACAF recognizes quality pavement on lower-tonnage state, city or county roads and streets. This category is divided between FDOT and non-FDOT project. Entries for either of these sub-categories may include new construction, reconstruction or overlay projects, with at least 5,000 tons of asphalt.

This year, the winner of the state award for Best Roads and Streets, FDOT projects, was V.E. Whitehurst and Sons for its project on State Route 26 (Newberry Road) from a point west of 109th Street to Northwest 80th Boulevard in Gainesville, in Alachua County.

V.E. Whitehurst and Sons also took home the top state award in the category for Roads and Streets, non-FDOT projects. This time, the company was recognized for its project on N.W./N.E. 53rd Avenue in Gainesville, extending from State Route 441 to State Route 24.

A.P. Bolton District Winners

District 2: V.E. Whitehurst & Sons for its project in Levy County: State Route 45 (U.S. Highway 41) from the Marion/Levy County line to a point north of Southwest 5th Avenue in Williston.

District 3: C.W. Roberts Contracting for its project in Bay County, extending from the north end of the Bailey Bridge northward approximately 2.92 mi.

District 7: Ajax Paving Industries for its project in Hillsborough County: State Road 93A (Interstate 75) from State Route 674 (Sun City Center) to County Road 672 (Big Bend Road).

Rural Resurfacing District Winners

District 1: Better Roads for its project in DeSoto County: State Route 70 from east of State Route 31 to the Highlands County line.

District 2: V.E. Whitehurst & Sons for its project in Levy County: State Route 24 from U.S. Highway 19 (Otter Creek) to County Road 345 (Rosewood).

District 7: Ajax Paving Industries for its project in Hillsborough County: State Route 674 from U.S. Highway 41 to 30th Street S.E. in Ruskin.

Urban Resurfacing District Winners

District 4: Community Asphalt Corp. for its project in Broward County: Commercial Boulevard, from N.W. 31st Avenue to Powerline Road, in the cities of Fort Lauderdale and Tamarac.

Roads and Streets – FDOT District Winners

District 1: Ajax Paving Industries for its project in Desoto County: State Route 35/Old U.S. Highway 17 in Desoto County, from south of Turner Avenue to north of Crystal Street.

District 6: Community Asphalt Corp. for its project in Miami-Dade County, on Kendall Drive from the Turnpike to S.W. 102 Avenue.

Roads and Streets – Non-FDOT District Winners

District 3: C.W. Roberts Contracting for its North Lagoon Drive project in Panama City Beach/Bay County, starting from the intersection of Thomas Drive and North Lagoon Drive and extending westward to the intersection of North Lagoon Drive and Joan Avenue.

District 4: Dickerson Florida for its County Road A1A project in Martin County, from Indian Street north to Monterey Road.
