The Top Highway Projects Under
Construction in '05
Here, Southeast Construction
has ranked by construction contract value the top 50 highway
projects in the four-state region that will be under construction
during 2005. To create this list, the staff used information
from McGraw-Hill Construction
Dodge construction reports, major highway contractors and
engineering firms, material supplied by the region's transportation
departments and agencies and other project owners, as well
as back issues of Southeast Construction.
1. Cooper River Bridge, between
Charleston and Mt. Pleasant, S.C.
Owner: South Carolina Department of Transportation.
Contractor: Palmetto Bridge Constructors, a joint venture
of Tidewater Skanska USA, Virginia Beach, Va., and HBG Contractors/Flatiron
Structures Co., Longmont, Colo.
Contract Cost: $632 million.
Start/Completion Dates: 2002/Summer 2005.
Project Details: Building the longest cable-stayed span in
North America. Two diamond-shaped towers will support a 1,546-ft.
span.
2. Reversible-Lanes Bridge, Tampa
Owner: Tampa-Hillsborough Expressway Authority.
Contractor: PCL Civil Constructors, Tampa.
Contract Cost: approximately $200 million (estimated).
Start/Completion Dates: February 2003/2006
Project Details: Construction of most of the 6-mi. portion
of an elevated reversible-lanes bridge. Cost escalation and
schedule extension due to pier foundation problems.
3. Interstate 4 Expansion, Tampa
Owner: Florida Department of Transportation.
Contractor: Gilbert Southern Corp., Tampa
Contract Cost: $157.5 million.
Start/Completion Dates: February 2004/Summer 2008.
Project Details: Reconstruct a four-lane roadway into an eight-lane
facility, from west of 14th Street to east of 50th Street.
4. Interstate 95/I-10 Interchange,
Jacksonville, Fla.
Owner: Florida Department of Transportation
Contractor: Archer Western Contractors, Jacksonville
Contract Cost: $148 million
Start/Completion Dates: February 2005/2011
Project Details: Reconstruct I-95 interchange with I-10 from
Stockton Street and the Fuller Warren Bridge to Adams Street.
5. U.S. Highway 1, Key Largo,
Fla.
Owner: Florida Department of Transportation
Contractor: Granite Construction Co., Tampa
Contract Cost: $147.8 million
Start/Completion Dates: Spring 2005/2009
Project Details: Includes construction of a new 7,500-ft.-high
level bridge, reconstruction of U.S. 1 and installation of
barrier wall between the north- and southbound traffic.
6. Knightdale Bypass, Raleigh,
N.C.
Owner: North Carolina Department of Transportation.
Contractor: North Carolina Constructors, a joint venture of
HBG Flatiron, Longmont, Colo., and Lane Construction Co.,
of Meriden, Conn.
Contract Cost: $131 million.
Start/Completion Dates: July 2002/August 2005.
Project Details: Design-building 9.6 mi. of new six-lane freeway,
including 23 bridge structures.
7. Greensboro Western Loop, Greensboro,
N.C.
Owner: North Carolina Department of Transportation
Contractor: Archer Western Contractors
Contract Cost: $116.5 million
Start/Completion Dates: 2003/2007
Project Details: Another section of the Greensboro Urban Loop
around the city of Greensboro, from north of Interstate 85
near Groometown to Wendover Avenue.
8. Interstate 95/I-295 Interchange,
Jacksonville, Fla.
Owner: Florida Department of Transportation.
Contractor: AMEC Civil, Fort Myers, Fla.
Contract Cost: $105 million.
Start/Completion Dates: November 2001/Late 2005.
Project Details: Extending I-295 over I-95 to the existing
portion of S.R. 9A at U.S. 1 near Greenland Road.
9. Greensboro Western Loop, Greensboro,
N.C.
Owner: North Carolina Department of Transportation.
Contractor: Thompson Arthur Division of APAC, Atlanta.
Contract Cost: $101.6 million
Start/Completion Dates: September 2003/July 2007.
Project Details: Building a 4.3-mi. section of the Greensboro
Western Loop from I-40 to north of Bryan Boulevard.
10. State Road 836, N.W. 137th
to 107th Avenue, Miami
Owner: Miami-Dade Expressway Authority
Contractor: Community Asphalt Corp., Miami
Contract Cost: $100 million
Start/Completion Dates: June 2004/July 2007
Project Details: Construction of a new four-lane expressway
extension on S.R. 836.
11. U.S. Highway 74, Robeson County,
N.C.
Owner: North Carolina Department of Transportation
Contractor: Yet to be awarded.
Contract Cost: $99.6 million
Completion Date: 2008
Project Details: 18.2 km of grading, paving, drainage, guardrail,
structures, excavation and pipe culverts, among other items.
12. Interstate 485/Charlotte Outer
Loop, Charlotte, N.C.
Contracor Name: Tidewater Skanska
Contract Cost: $94.1 million
Start/Completion Dates: December 2003/December 2007
Project Details: I-485 from east of Oakdale Road to east of
Old Statesville Road.
13. Interstate 95 Widening, Flagler
County, Fla.
Owner: Florida Department of Transportation
Low Bidder: Anderson Columbia Co., Lake City, Fla.
Contract Cost: $91.3 million
Start Date: December 2004
Project Details: 18.8 mi. of widening I-95 to the median from
four to six lanes and milling and resurfacing existing four
lanes from Volusia County to the St. Johns County line in
Flagler County.
14. S.R. 826/Palmetto Expressway
Reconstruction, Dade County, Fla.
Owner: Florida Department of Transportation
Low Bidder: APAC-Southeast, Sarasota
Contract Cost: $89.7 million
Start Date: November 2004
Project Details: 1.8 mi. of reconstruction and paving of S.R.
826/Palmetto Expressway at S.W. 24th Street/Coral Way.
15. Interstate 85 Expansion, Cabarrus
and Mecklenburg counties, N.C.
Owner: North Carolina Department of Transportation.
Contractor: Blythe Construction, Charlotte, N.C.
Contract Cost: $87.7 million.

Project Details: Widening I-85 from U.S. 29 and North Carolina

17. State Road 953 Access Improvements,
Miami

Project Details: Approximately 2 mi. of access and transit
improvements to the Miami Intermodal Center, near Miami International

Cost: $82.3 million
Start/Completion Dates: December 2004/August 2007
Project Details: 9 mi. of widening and reconstruction on I-75
in Cook County.
19. State Road 408 Mainline Express
Toll Plazas, Orange County, Fla.
Owner: Orlando-Orange County Expressway Authority
Contractor: Hubbard Construction, Orlando
Contract Cost: $79.7 million
Start Date: May 2004
Project Details: Demolition of the existing Holland West Mainline
Plaza and administration building and construction of a new
mainline express toll plaza; demolition of a ramp plaza at
John Young Parkway, and construction of a new ramp plaza;
construction of a new two-lane ramp plaza at Mercy Drive/Old
Winter Garden Road; construct roadway and bridge widening.
20. Interstate 275/I-4 Interchange,
Tampa

Start Date: October 2002/Spring 2006.
Project Details: Approximately 2.75 mi. of interchange improvements,
including modifying existing ramps, constructing new ramps,
reconstruction and widening of existing roadway pavement,
bridge work.
21. Bridge of Lions, St. Augustine,
Fla.

Contract Cost: $76.8 million
Start/Completion Dates: February 2005/2010
Project Details: Rehabilitation of existing Bridge of Lions,
including the installation of a temporary bridge.
22. Interstate 75 Expansion, Lowndes

Project Details: 13.665 mi. of widening, reconstruction and
